WRC’s Mandate and Responsibilities
As the lead institution for water resources management in Ghana, the Water Resources Commission (WRC) is legally mandated to regulate and oversee the sustainable use of both surface and groundwater resources. In line with Section 2(2) of the WRC Act 522, the Commission’s responsibilities are broad and interconnected to ensure long-term water security and efficient policy coordination.
Key Responsibilities of the WRC:

Regulation and Water Rights:
Developing and enforcing regulations for the utilization and management of water resources, including the granting of water use rights. -
Water Resources Planning:
Planning for effective water resources management at both national and local levels to meet developmental needs. -
Data and Information Management:
Gathering, organizing, and disseminating accurate data and information on Ghana’s water resources. -
Monitoring and Conservation:
Evaluating programs and activities to ensure the sustainable use and protection of water resources. -
Advisory Role on Water Pollution:
Providing expert advice to government bodies and agencies on pollution control and the protection of water sources. -
Transboundary Water Management:
Engaging in dialogue and cooperation to manage and develop shared water resources across national boundaries.
